GCPTA MEETING MINUTES

Time:  9:00 am – 1:00 pm

 

Steve Ames, President, opened the meeting and welcomed everyone in attendance.  The participants introduced themselves.  There were 25 members and guests in attendance.

Approval of Last Meeting Minutes – Minutes of the August 17, 2002 meeting were distributed, read, and approved November 1, 2002.  There was one change made. 

 

Subcommittee on Rules/By-Laws – Ed Stiles

The following members were approved by the steering committee.

By-Laws Revision – Ed Stiles – A motion was passed to add the Standards and Quality Ad-Hoc Committee as a permanent committee of the GCPTA.  Article III, Section 2 is to be revised to include the Standards and Quality Committee.

Subcommittee – Funding – Steve Ames - Steve Ames reminded the members that subscriptions would be sent out in January and asked everyone to respond expeditiously. 


Subcommittee on Education – Gary  Hicks –Gary reported that CAPT is currently working on the Instrumentation Lab Activities.  Gary solicited recommendations for PTech internships from the membership.  Mike Kukuk is working on this through the Education Subcommittee and this will be discussed further at the next meeting.  Lou Caserta and Larry Neff have been working with the PTech glossary and will be making recommendations to the Education Subcommittee.  Gary asked that anyone having Lab Activities for PT-I Equipment to provide them to the Education Subcommittee.  

NSF Update – Joanna KileJoanna reported that the Texas Skill Standards work orientation information have been completed and that the CAPT Skill Standards consultant will now be validating the standards at selected industry sights throughout Texas using three top operators at each sight to validate the 37 page document of what a process technician does.

Joanna presented information on becoming a partner with CAPT. Partnership agreements are now available for industry and education.  The agreements should be completed and returned to CAPT by November 29, 2002 in order to be included as a partner in the new CAPT brochure.  Associate partnerships for vendors, government, associations, and other centers will be made available in the near future.  There is no cost associated with becoming a partner with CAPT.

Joanna said CAPT is collecting student success stories from partner colleges.  If your institution wants to participate, and it is not listed on the following slide, please send your stories to CAPT by November 15, 2002.  Individual stories will be posted on the website and a booklet of success stories will be published.  Joanna presented two storyboard success stories that were exhibited at the NSF Advance Technological Education Conference in Washington, D. C.  The student success storyboards were a big hit at the conference.

Leslie spoke about the new Oil and Gas Curriculum that will be piloted in the Spring 2003.  See the following slide:

Leslie said that there would be on-line facilitator workshops held on January 10, 2003 and August 1, 2003.  Applications can be downloaded from the CAPT website.  Space is limited to 22 participants.  These workshops are free of charge.  Some monies are available to defray accommodation costs for attending these workshops.

 

New curriculum and web-based course order forms are now available on the CAPT website.

 

Merv Treigle reported on the new CAPT Mentoring Program.  This program is designed to provide experienced individuals to mentor colleges requesting help to strengthen an existing process technology program or to establish a new process technology program.

 

Guidelines and applications for colleges and individuals interested in participating in the program are available on the CAPT website.  CAPT has committed to mentor three colleges per year starting in 2003.  The colleges to be mentored in 2003 have already been identified.  Those individuals wishing to apply as mentors are encouraged to do so as applications are due by November 30, 2002.  Merv provided copies of the guidelines and application to the group.

 

Merv also reported that the raw data from the Critical and Best Practices Conference is now available on the internet at a distinct URL HTTP://www.captech.org/cibp_pt_revisited.pdf.  This information was made available to those who attended the Critical Issues and Best Practices conference.  The final data will be published in January 2003.

 

Subcommittee on Standards & Quality – Ed Stiles reported that the Standards & Quality Subcommittee has drafted a new proposal suggesting new standards for GCPTA partner institutions.  These proposed standards and guidelines will be brought to the Executive Committee and disseminated to all the GCPTA membership.  Ed provided a handout on Establishing and Maintaining a Viable Advisory Committee.  The following slides and guidelines are what the Subcommittee on Standards & Quality is proposing:

Mission

The committee will develop standards for Process Technology education programs and support efforts to

            Move GCPTA member colleges to those standards and beyond.

Vision

Every member college is delivering Process Technology education that meets or exceeds the standards

            adopted by the GCPTA as evidenced by audits and evaluations prescribed by the GCPTA.

Vision Elements:

·         All member colleges have Advisory Committees which are actively involved in providing direction and

assistance to their colleges’ programs

·         All member colleges have implemented a recurring auditing process, involving their Advisory Committee members when possible

·         All identified deficiencies from audits are being promptly addressed

·         Member colleges are delivering classroom education and laboratory activities that meet the requirements of the GCPTA/CAPT

·         Member colleges are using standardized evaluation methods and/or materials when developed and required by the GCPTA/CAPT

·         College faculty are communicating expeditiously with the GCPTA/CAPT on needed revisions of curriculum materials, in order to keep them in an evergreen state

·         The GCPTA Executive Committee is being kept informed about compliance with the standards by regular updates from member colleges submitted to this Committee

All Affiliated colleges (Endorsed and Recommended) will submit the following to the Standards and Quality Committee (via Kathy Trahan or Ed Stiles):

 

a)       Minutes of each of their Advisory Committee meetings

b)       Advisory Committee member names and their contact information

If a college is shown to not have a viable Advisory Committee or no immediate plans to implement one, or if they fail to provide the requested information, the Standards and Quality Committee will recommend to the GCPTA Executive Committee that that school’s Endorsed or Recommended status be reviewed for possible revocation.

a)       All affiliated colleges will begin implementation of an auditing process by no later than the beginning of the Spring Semester of 2003

 

b)       Colleges will submit the guidelines of their audit process by no later than the end of the Spring Semester of 2003

 

c)       Colleges will provide this Committee with abbreviated status reports on their auditing efforts as they occur

Financial Report – Steve Ames – Steve reported that to-date in 2002; we have $45,012.74 in Income and $38,487.16 in Expenses.  The bank balance at the end of September 30, 2002 was $48,040.54.  Anyone wishing to review these figures should contact Mike Gragg.

 

College Advisory Committees

·         Alvin Community College – Mark Demark reported that their advisory committee would be meeting next Wednesday, November 6, 2002.

 

·         Lamar Institute of Technology – Ronnie Baker – reported their advisory committee was meeting once a quarter and that they would welcome an audit of their process technology program.  Students are graduating at a good rate.  Student placements are going well.  The new distillation unit will be dedicated Friday, November 8, 2002.

 

·         College of the Mainland – Jerry Duncan & Mike Cobb – reported their advisory committee was meeting bi-monthly and were very active in helping direct the program.  Their process technology program had a record enrollment of 76 new students.  There are 400 students in the process technology program.  Their internship program is going well.  They reported that they are doing a 2-day workshop for incumbent training on their glycol unit involving troubleshooting, theory and hands-on operation for area industry.

 

·         Del Mar College – Denise Rector – reported that their advisory committee meeting had been postponed because of the tornado that had hit their college and the area.  She reported there were 20 new students in the program and she also reported that the advisory committee was being reorganized and that there would be new and more representation from industry.

 

·         Brazosport College – Gary Hicks – reported that their advisory committee had met two weeks ago.  He said that the high school classes were going well.  These web-based courses led by Mark Stoltenberg are being conducted at two high schools and one is meeting on campus.  The advisory committee has requested electrical training for process technology, in particular, about electrical switchgear.

 

·         San Jacinto College-Central – Paul Summers – reported that their next advisory committee meeting was scheduled in two weeks.  They are looking at the curriculum to insure it meets industry’s needs.  The college and advisory committee has adopted an audit program similar to the one used in Louisiana.  The internship program is being worked on.

 

New Business – Steve Ames

·         Steve honored Ed Stiles who was making his last meeting as an officer of the GCPTA.  Steve offered that Ed was a member from the beginning and has served as a leader for the past five years.  Ed was instrumental in working with the CPA that allowed the GCPTA to secure its 501(c) (3) status.  Ed also co-chairs the Standards & Quality Committee and will remain a member of the GCPTA Executive Committee.  Steve thanked Ed for all the hard work he has done over the years.  Steve Ames, Mike Kukuk, Gary Hicks, Bill Raley, and Merv Treigle presented Ed with a plaque of appreciation.  Merv read the verbiage from the plaque for all present to hear the words of appreciation.

 

·         Steve opened the floor for nominations for the office of Secretary of the GCPTA.  Mike Kukuk nominated Lisa Arnold with Marathon Ashland Petroleum.  The nomination was seconded and no more nominations were made from the floor.  Lisa was voted in by acclamation from all voting members present.  Ed Stiles read the GCPTA By-Laws which states that an officer’s election must be made by the majority of a quorum present at a GCPTA meeting.  The fact that a quorum was not present means that a proxy vote will be solicited from Steering Committee members not present to validate the election of Lisa Arnold to the office of Secretary of the GCPTA.

 

·         Steve announced that the future events of the GCPTA were on the agenda, and in particular, he asked that members participate in the Education & Career Expo 2003 to be held at San Jacinto College-Central.
